La nueva Gobernadora Provincial de Samana, Prof. Amada Manzueta, como parte De los esfuerzos que realiza el superior Gobierno encabezado por el senor Presidente de la Republica Ing. Hipolito Mejia. Viene desarrollando una serie de encuentros con organizaciones comunitarias, O.N.G.S, Instituciones publicas y del sector privado. Estos encuentros tienen como finalidad principal:
Las consultas con les sectores vivos de los municipios de Sanchez, Las Terrenas y Santa Barbara de Samana, ha brindado a estas tres laboriosas comunidades la oportunidad de involucrarse e un proceso de co-gestion participative, que desarrolla la Gobernadora de Samana, Podemos resaltar como exitosas las gestiones realizadas come fruto de esos encuentros en el sector turismo, donde se desarrolla un proceso de participacion de los actors de este renglon de la economia de Samana, para reducir a su minima expression la delincuencia en la zona con la participacion activa de la poblacion, los empresarios turisticos y la Policia Nacional, acciones estas que permitiran acrecentar el nivel de seguridad en la zona y la taza de empleo e inversion. Otro renglon de la economia que mediante un proceso de concertacion encaminado a resolver problemas de depredacion de recursos naturales, se estera beneficiando de esta nueva gestion es el sector pesquero, quienes recibiran a partir del dia 4 de Diciembre prestamos por mas de un million ochocientos mil pesos (1,800.000.00) para majorar sus artes de pesca, con el apoyo de Gobierno Central y el Banco Agricola. En ese orden ha sido un acierto de la actual gestion involucrar a las comunidades en la solucion de problemas prioritarios, no de palabra; si no de hechos. Es importante senalar que la constitucion de los equipos de trabajos es un puntal para el exito de los logros obtenidos en estos tres meses de gestion. Para estos fines ha sido un apoyo de primer orden el consejo ejecutivo conformado por los ayudantes civiles del Presidente de la Republica y los inspectores de la presidencia, quienes se reunen cada lunes para evaluar los trabajos y rectificar los desaciertos. Mientras por otro lado este trabajo es reforzado por el Consejo Provincial compuesto por los diversos representantes de las instituciones publicas de Samana, quienes cada mes evaluar los trabajos realizados y los compromisos existente para mejorar los servicios publicos de dicha provincia en aras de lograr un desarrollo justu, humano y sustentable. Durante el mes de noviembre, la Gobernadora Civil, cristalizandos en el proximo Consejo de Gobierno a realizarse el dia de Diciembre en la Provincia de Samana. As part of the national process of identifying local problems and solutions as proposed by the President of the Dominican Republic, Ing. Hipolito Mejia, Samana's new Governor, Professor Amada Manzueta has initiated a series of community meetings being held throughout the peninsula and involving community organizations, O.N.G.S., public institutions and the general public.
The primary goals of these meetings are:
1. To identify problems that affect various social sectors as expressed by those groups that are affected.
2. To involve the general community in the decision making process and
3. To identify and prioritize expedient solutions, especially those with significant social impact.
Community meetings conducted by Governor Manzueta have been held in the three major cities of the province: Sanchez, Las Terrenas and Samana and have allowed direct citizen participation in the identification process.
In meetings within the tourism sector, problem areas were identified and decisions have been made to involve the general population, tourist industry and National Police in the reduction of crime throughout the area and improve visitor security and employment and investment in the tourist industry
Effective December 4th, 2000, a loan fund will be available from the Central Government and the Banco Agricola in the amount of 1.800.000rd. This fund will used to combat the effects of a dwindling fishery resource that has already been identified as an area of major concern. Loan proceeds will also be used to improve fishing techniques employed by local fishermen. Communities within the province have already been actively involved in the rapid solution of priority problems. Committees comprised of concerned local citizenry have been of vital importance in identifying problems and assisting government personnel in their weekly evaluation of progress made in the identification and practical solution process.
Further assisting and overseeing these weekly evaluations has been a monthly meeting of a Provincial Advisory Committee comprised of representatives of public institutions. In addition to its advisory function, this group oversees physical progress of daily solutions in a fair and humane way.
And during the month of November, Governor Manzueta has been actively involved with problem identification and solution process and is preparing a report to be made to the people of Samana at the next meeting of the Government Advisory Committee, to be held in Samana on December 4, 2000.
And finally, the Governor extends her personal invitation to attend this important meeting and further invites everyone to
